There was no lander architecture that was launcher-agnostic. But pre-Trump, there was no commercial payload services program. Just to be clear: They shouldn't get credit for COTS and CCP. But they've put in some heavy hits already. They haven't beaten the centers into submission yet, and they may ultimately fail. Both men are clearly set on a fundamental revamping of how human spaceflight is conducted. There's hardly anything that the Trump Administration has done that I approve of, but giving Pence free rein with the reconstituted National Space Council and nominating Bridenstine as administrator both make that very short list. If they manage to pull this off, then they'll actually deserve the credit, because the only way to pull it off is to fundamentally reform NASA, starting with cancelling that god-awful rocket.
